The Gilgit-Baltistan Government operates as the regional authority which governs Pakistan's most northern areas characterized by extraordinary mountains along with important strategic location. Through the Gilgit-Baltistan Empowerment and Self-Governance Order 2009 the self-governing body has attained distinctive autonomy compared to other Pakistani provinces.

Gilgit Baltistan Assembly

The Gilgit-Baltistan Assembly (GBA) operates as the main legislative body that rules Gilgit-Baltistan region of Pakistan. The assembly serves as an essential instrument for local governance since it provides regional representation to ensure proper political management of Gilgit-Baltistan.

 

The GBA's membership includes 24 general seats together with 6 women resurrection seats and 3 positions reserved for technocrats and minority representatives. The members who belong to the assembly gain their positions after being chosen during general elections where they have five-year terms. The elections enable local residents of Gilgit-Baltistan to choose their representatives who will lead the legislative and governance processes through democratic means.

 

The GBA possesses important authorities which include developing and approving laws affecting unique regional needs. Progressive authorities in Gilgit-Baltistan must authorize both the yearly budget allocations and provincial policies through this body. The Governor of Gilgit Baltistan

 

As the head of Gilgit-Baltistan the Governor holds substantial but mostly symbolic powers that stem from their position. The President of Pakistan selects the Governor who receives appointment recommendations from the Prime Minister. The federal government exercises its interests through the Governor of Gilgit-Baltistan yet executive authority rests within the Chief Minister together with the region's cabinet members. The Governor supervises regional management through the established system of local governance.

 

Syed Mehdi Shah serves as the current Governor of Gilgit-Baltistan since his August 15, 2022 appointment. Dr. Arif Alvi selected him for this position after receiving endorsement from Prime Minister Shehbaz Sharif.

 

The Governor maintains a communication role between Gilgit-Baltistan and the Federal Government to enable proper distribution of information and coordination between the two entities. The Governor enjoys the authority to sign Gilgit-Baltistan Assembly bills into official laws after they pass the legislative process. With the consent of the Chief Minister the Governor possesses the power to call for or disband the Gilgit-Baltistan Legislative Assembly whenever needed. The Governor maintains responsibility for keeping the region abiding by the constitutional guidelines that support its autonomous governance system.

The Chief Minister of Gilgit Baltistan

The regional executive head of Gilgit-Baltistan (GB) functions as the Chief Minister who holds essential responsibilities for governance initiatives and development activities. The Gilgit-Baltistan Empowerment and Self-Governance Order of 2009 introduced this political position which provided additional autonomy to the area. The Chief Minister heads the administrative operations while developing official policies to manage various development projects that strengthen public facilities across the region.

 

Members of the Gilgit-Baltistan Assembly choose the Chief Minister through an election process from their total 33 seats across directly elected members along with designated female and technical representatives. The Chief Minister's election by the assembly provides them with assembly confidence to execute their duties and deliver planned policies efficiently.  

 

On July 13 2023 Gulbar Khan currently holds the position of the Chief Minister for Gilgit-Baltistan. The PTI politician Gulbar Khan leads the GBA-18 Diamer-IV constituency as a member of the Pakistan Tehreek-e-Insaf party while actively serving politics in the region.

 

Responsibilities of the Chief Minister

1. The Chief Minister maintains multiple essential duties as part of leading position with numerous vital responsibilities.

2. The Chief Minister develops policies to launch projects which focus on building up the region through infrastructure advancements.

3. The Chief Minister oversees key departments of education, health, tourism and minerals and agriculture to promote efficient management and development progress.

Gilgit Baltistan Government Departments and Their Functions

The northern Pakistani region of Gilgit-Baltistan (GB) functions under a documented government structure which consists of departments that serve both development and essential services delivery. The Health Department controls healthcare facilities and both hospital and clinic operations throughout the entire region. The Education Department takes responsibility to oversee all education facilities from schools through colleges to universities to increase literacy levels and educational quality. This department controls mineral exploration and resource management duties to enable mining activities on behalf of industrial development. The Home and Prisons Department takes responsibility for delivering police protection and maintaining public security together with prison management services. Order maintenance through this department plays an absolute role to sustain regional stability and growth.​

 

As the lead authority The Water and Power Department handles water resource management and supervises hydropower infrastructure.
